Gill voters to consider financial articles in second Town Meeting

GILL — After handling the first half of Annual Town Meeting in May, residents are invited back on Tuesday, June 11, to consider the community’s financial articles, including a $2.38 million budget for the upcoming fiscal year.
The 11-article meeting will be held on the second floor of Town Hall starting at 7 p.m. The proposed fiscal year 2025 budget is an approximately 2.4%, or $56,176, increase over the current year’s budget.
“They’re all pretty run-of-the-mill articles,” said Town Administrator Ray Purington.
Article 8 requests voters set compensation for town officers, including the town clerk, whose pay would increase from $25,641 to $28,876, the first pay increase for the position since FY18. Article 9 proposes a 3% cost-of-living adjustment for all appointed employees and will help Gill provide competitive wages.
Article 10 is the budget, while Article 11 requests $1.77 million for the Gill-Montague Regional School District’s operating assessment and debt service, which is up 4.73% from the current fiscal year due to more students from town attending the district.
Residents will be asked to pass over Article 14, which would have provided more money for road maintenance, but Purington said the town received more state funding than anticipated.
“We’ve gotten some extra state funding from the Fair Share Act and also the Rural Roads program, so it was felt there was more funding available than there had been in prior years,” he said.
Article 17 requests voters approve free cash transfers of $50,000 to the Capital Stabilization Fund, $2,000 to the Energy Stabilization Fund, $16,000 to the Fire Department SCBA/Air Packs Stabilization Fund and $17,904 to the General Stabilization Fund, which will help contribute “toward the fiscal stability and financial reserves of the town,” according to the Town Meeting explanation packet.

■Transferring $28,500 from the Released Overlay Account to be used toward costs associated with appraising property in town owned by FirstLight Hydro Generating Co. and electric companies.
■Appropriating $15,450 to be used for data conversion, annual licensing and cloud-hosting fees for the town accountant’s software.
